STATE PROJECT DIRECTORS (SPDs)
Leadership Program, a collaborative initiative by the School of Ultimate Leadership (SOUL) and the Ministry of Education (MoE), is a two-day event designed to advance school education through leadership development, policy implementation, and innovation. Program conducted with Secretary, State Project Directors (SPDs) and SCERT Directors, the program features expert-led discussions, keynote addresses, and interactive sessions. Participants gain strategic insights on the National Education Policy (NEP) 2020 and National Curriculum Framework (NCF) 2023, with a focus on data-driven decision-making, policy planning, and technological innovations to drive systemic improvements in education.





Policy Workshop : Leadership Development for State Project Directors (SPDs)

The Policy Workshop program, held on September 13-14, 2024, in Gandhinagar, Gujarat, gathered 18 State Project Directors (SPDs) from across India for a two-day workshop designed to elevate leadership capabilities and enhance the effectiveness of educational policy implementation at the state level. This program was specifically aimed at empowering SPDs to lead educational reforms in alignment with the National Education Policy (NEP) 2020, fostering innovation, strategic action planning, and data-driven decision-making.
The key objectives of the Policy Workshop program were to strengthen the leadership skills of State Project Directors (SPDs) and empower them to execute large-scale educational reforms effectively. The program aimed to support the development of strategic action plans for the implementation of the National Education Policy (NEP) 2020, ensuring that SPDs are well-equipped to lead and manage transformative changes in their states. It also focused on embedding innovative pedagogies and utilizing technology-driven approaches to improve educational outcomes, ensuring that SPDs are prepared to leverage the latest tools and methods for advancing education. Additionally, the program emphasized promoting cross-state collaboration, providing a platform for SPDs to share best practices and learn from one another, thereby fostering a spirit of cooperation and collective progress in education policy implementation.
Program Overview:
Day 1 kicked off with & Leading with Impact: An Immersive Experience,& where participants explored their leadership styles using the DISC assessment framework. This session fostered self-awareness and personal growth, enabling each SPD to identify their unique leadership traits and areas for development. By the end of the session, attendees had a deeper understanding of their leadership profiles, empowering them to leverage their strengths in their respective roles.
The second session, & Strategizing NCF 2023: From Framework to Action," focused on the effective implementation of the National Curriculum Framework (NCF) 2023. Through group activities, participants mapped out key activities and drafted action plans tailored to their states, emphasizing best practices and local challenges. This session facilitated peer learning and collaborative problem- solving among SPDs, helping them refine their strategies for implementing the NCF framework in their states. In the afternoon, & Tech-Powered Decisions: Shaping the Future of School Administration and Policy,& presented by Shankar Maruwada, emphasized the transformative role of Digital Public Infrastructure (DPI) in India’s education system. Key examples, such as Aadhaar for digital identity, UPI for payments, and DIKSHA for education, highlighted how technology is reshaping public administration and education policy. Through tools like the Vidya Samiksha Kendra (VSK), DPI is helping streamline governance, foster innovation, and improve efficiency in education delivery across the country.
Day 2 continued with & Unmasking Leadership Missteps,& led by Amarjeet Sinha. This session explored leadership challenges in education policy implementation across states, with discussions on teacher recruitment, school integration, and dropout reduction.
SPDs shared progress and challenges, focusing on school infrastructure improvements, teacher grievance systems, and community involvement. Best practices from various states were showcased, encouraging cross- state learning and collaboration.
The final session, & From Planning to Practice: Tools for Navigating Complexities,&; conducted by Gaurav Goel, focused on goal-setting, improving data reliability, and fostering direct communication for effective governance. The session encouraged SPDs to adopt a stable, long-term approach, minimizing distractions while maximizing the professional development of teams and stakeholders. Tools like the Governance Matrix were highlighted to help SPDs assess their progress and tackle challenges systematically.

– Exceptional Peer Interaction and Knowledge Exchange: The residential format fostered meaningful interactions, enabling participants to exchange insights and experiences, enhancing the overall learning experience.
– Expert-Led Sessions: The program brought in top national experts for each session, enriching the knowledge base and providing SPDs with valuable, practical strategies.
– Showcase of Gujarat’s ECCF Best Practices: Gujarat’s ECCF content, recognized as the best in the country, was showcased for the benefit of all participants, promoting cross-state learning and knowledge transfer.
– Induction for Newly Appointed SPDs: New SPDs highlighted the program as an exceptional induction experience, acknowledging that the insights gained in two days would have otherwise taken 1-2 years to acquire.
– Cross-State Collaboration: SPDs exchanged contact details and expressed plans for inter- state visits to share experiences and learn from one another’s challenges and successes.
The Policy Workshop program reinforced SOUL’s mission of enabling impactful leadership in education, ensuring that the SPDs left the workshop equipped with the skills and insights to lead educational transformation in India.
